Development Types that require an NBN New Development Application

New Development Classification

New lots, dwellings, buildings or apartments, townhouses or villas being constructed and the subdivision of land are all types of New Developments, as they all have been assigned new addresses that weren’t there before.

In other words, a New Development which requires an NBN New Development application submission for connection, is one that has its own new unique address that has been newly assigned to it. For example: a lot at 7 Smith Street is subdivided into 3 new premises all with new unique addresses (Unit 1/7 Smith Street, Unit 2/7 Smith Street and Unit 3/7 Smith Street), these would all be considered as new addresses and a New Development Application Submission would need to be made for all 3 new premises.


Single Dwelling Demolition and Duplex or Multi-unit Build

In instances where a single dwelling is knocked down and the land is subdivided to build a duplex, triplex etc. All units would need to be included in the NBN New Development application, even if one of the units still has its original address unchanged. For example, a single dwelling at 10 Mitchell Street is knocked down and a duplex with the addresses 10 Mitchell Street and 10A Mitchell Street is built in its place, both units would need to be included in the NBN New Development application. Despite the fact that only one address (10A Mitchell Street) has been newly assigned, the infrastructure that connected to the old single dwelling maybe unsuitable for the position of the new unit on its subdivided property. The infrastructure for each unit needs to be within its own property boundary and cannot cross the neighbouring duplex boundary, with a limited number in bends to optimise the service.


Granny Flat or Outbuilding Unit Additions

Granny flats or outbuildings with their own unique address, such as those on dual access blocks or subdivided land, can connect to the NBN broadband access network as they have their own unique address. The granny flat or outbuilding units would need to have their own Lead in Conduit that extends from the unit to the property boundary. An NBN New Development application would need to be submitted at least 3 months before the occupancy date to be ready for service. The application needs include the service plan design for the connection. Choosing an NBN trained supplier to design and construct the service plan will fast track the application process, ensure it is built right the first time to standard, avoid site inspection fees, and avoid unnecessary remediation costs.


Sharing the same Address as the Primary Dwelling

  • Granny flats or outbuildings that share the same address as the primary dwelling on the lot, are not eligible to have their own connection to the NBN broadband access network. To connect the unit with its own connection, it must have its own unique address identifier. In this instance the connection from the primary dwelling will need to be extended to be shared with the granny flat or outbuilding. A registered cabler can help get this done.
